THE INTERPRETATION AND USE OF BIG RESULTS
NOW (BRN) AND COMPETENCE BASED APPROACH (CBA) IN
PROMOTING AND
SUSTAINING BOTH ACADEMIC ACHIEVEMENTS AND
LIFE SKILLS DEVELOPMENT FOR SELF
EMPLOYMENT IN
SECONDARY SCHOOLS.
1.0 INTRODUCTION
AMS EDUCATIONAL AND SOCIAL PROBLEMS CONSULTANCY (AMS-ESPC) is an independent
organization deals with providing consultations in education industry in
running a school smoothly. It also gives social guidance and counseling to
people. AMS-ESPC is registered by the government with a registration No: 244344
and having certified by No. 01611719 as well as The Taxpayer Identification
Number is 105-596-375.
Basing on the changes occurring in education sector such as curriculum
change from content based to competence based approach and the concept of Big
Results Now resulted to the contradictions among educational stakeholders
mainly the curriculum implementers (Teachers) as they are not well informed.
Hence, AMS-ESPC has developed and is running the so called RESULTS BASED
PROGRAMS (RBPs) which facilitate effective Teaching and Learning Processes to
both teachers and students in order to raise the academic performance and provision
of life skills towards self employment.
The program has been highly conducted in Dar es Salaam region due to support
from different educational stakeholders while in rural areas the program me is
conducted in very few areas because of lack of enough fund to facilitate the
program me.
2.0 STATEMENT PROBLEM
Research conducted by the government in 2013 following massive failure of
students in Form Four National examination and sources of information from
National Examination Council of Tanzania (NECTA) shown that there is an
increase of enrolment of students for both primary and Secondary schools.
However, the academic performance is decreasing drastically. This situation has
been revealed from the National examination results. For instance, in the year
2006 the performance was 89%, 90% in 2007, 84% in 2008, 73% in 2009, 50% in
2010, 54 % in 2011, 43% in 2012 and 58% in 2013. Please note that this
performance ranges from division I-IV and the majority falls in division IV.
Moreover, the current situation indicates that the rate of unemployment is
also increasing due to lack of mind set of the society and learners on self
employment.
As consequences, most of students and the community do focus on being
employed in different sectors; either on governmental or nongovernmental
organizations rather than self employment. These situations lead to high number
of people who are jobless leading practicing dishonest behaviours.
However, there are no or little efforts have been done by Educational stake
holders to rectify these challenges focusing to teachers, learners, school
administration and the parents/community.

Wakuu wa Shule na Walimu nchini wametakiwa kuwa na uzalendo katika kazi yao ikiwa ni moja ya njia ya kufikia malengo ya mpango mpya wa Serikali unao julikana kwa jina la BIG RESULT NOW (MATOKEO MAKUBWA SASA ).
Hayo yamesemwa Leo hii na Atukuzwe Sanga ambae ni Mshauri mkuu wa Taasisi isiyo ya Kiserikali inayojulikana kwa jina la AMS EDUCATIONAL & SOCIAL PROBLEMS CONSULTANCY ya Jijini Dar es salaam.
Bwana Sanga ambaye alikuwa ni muwezeshaji katika semina hiyo iliyofanyika katika ukumbi wa DUCE Chang'ombe jijini Dar es salaam alisema “sisi tukiwa ni sehemu ya wadau wa elimu hapa nchini hakuna sababu ya kuimba mwimbo tusioujuwa maana yake,bali tuna kila sasbabu ya kujuwa kwa undani maana ya BIG RESULT NOW mbao ni mpango uliozinduliwa na Serikali mwezi June mwaka huu na kuzihususha sekta sita ikiwemo sekta ya elimu”.
Aliendelea kuwafahamisha wanasemina ya kwamba “Kuna mambo mengi yanayoambatana na haya katika kufikia kilele cha mafanikio ya mpango huu,lakini suala la uzalendo wa kweli kwa walimu wakuu na wakuu wa Shule,hili ni suala muhimu sana na hii itakuwa ni nyezo ya kufikia mafanikio hayo”.
“Ukiwa na uzalendo wa kweli nafsi yako haitokubali wewe binafsi au mwanafunzi wako kuwa sehemu ya kikwazo cha kufikia mafanikio muliyojiwekea kwa maslahi ya shule na utakuwa mbele kwa kutoa msaada kwa wanafunzi wako,lakini pia niwaambie kitu kimoja ni muhimu kila mwalimu kwa maana kila shule ikaandaa Result yake yenye kukidhi mahitaji kwa mujibu wa mazingira yanayo wazunguka”alisema.
Kwa upande mwengine Mkurugenzi wa Elimu na Mafunzo wa Tanzania Islamic Primary School Organization (TIPSO) Ndugu Hussein Ndiyali alisema wamefikia maamuzi ya kuwafanyia Semina Wakuu na Wamiliki wa Shule ili kuangalia tunawezaje kuitekeleza dhana ya BRN,majukumu na wajibu wa walimu katika kuitikia wito wa Serikali juu ya dhana ya BIG RESULT NOW na Changamoto zilizopo katika Shule za Kiislamu ambazo zinaanza vizuri lakini hazisimami kileleni katika kuongoza.
Katika semina hiyo,jumla ya wamiliki na walimu wakuu wa shule wa mikoa mitatu waishiriki,mikoa hiyo ni Dar es salaam,pwani na morogoro.
Wakati huo huo Mkurugenzi wa kampuni ya Adamson Educational Publishers ndugu Celestine Adiema aliwaambia washiriki wa semina hiyo kwamba kampuni yake imeboresha vitabu vyake na kuwataka wanachama wa TIPSO waendelee kutumia vitabu hivyo vyenye ubora katika mashule yao.

OBJECTIVES
OBJECTIVES OF RESULT BASED PROGRAMMES (RBPs)
AMS ESPC has two major objectives: General and specific objectives.
3.1 GENERAL OBJECTIVES
The universal aim of AMS ESPC in the course of RBPs, is to open up the minds set of Tanzanians trough promoting and sustaining independent thinking. This will lead to creativity, self awareness, self motivated, self committed and self disciplined. In turn as a Nation will experience both qualitative and quantitative achievements in social economical and political advancements.
3.2. SPECIFIC OBJECTIVES
In endeavor of trying to work as a team towards this undesirable situation, AMS ESPC has noted that Heads of schools, Teachers, Students and Parents/Community are the key educational service providers, if they are well informed about the genuine of educational industry and employment situation in Tanzania, they are in a better position in playing their part to bring positive changes.
The prepared RBPs are focal point to the respective participants as each will have a role to play in realizing revolutions in this country and world at large.
Generally RBPs are bridging devices for working together in promoting and sustaining academic performance and life skills education for self employment to learners. Themes to be portrayed are attached in annex 1.
4.0 THE EXPECTED OUTCOMES
AMS ESPC is expecting that, after conducting training to the respective educational stakeholders, the participants are expected to apply the gained knowledge basing on their respective areas in promoting and sustaining academic performance and life skills development for self employment to learners in rural based public schools.
4.1 THE EXPECTED OUTCOMES FROM TEACHERS
By the end of training it is expected that teachers will have ability to:
· Interpret and Apply correctly the Concept of Big Results Now (BRN) and Competence Based Approach in promoting and sustaining both academic achievements and life skills development for self employment
· Make accurate assessments and evaluation in the process of Teaching and Learning Process in promoting and sustaining both life skills for self employment and academic achievements
· Prepare and utilize accurately the pre and post teaching and learning documents.
· Be creative in enhancing academic performance and development of life skills to learner for self employment.
· Play their roles effectively and show interest to the professional.
· Facilitate other teachers in themes covered.
· Application of the concepts of CBA and BRN in daily life situation.
· Establish facilitators within the school, district and national at large
4.2 THE EXPECTED OUTCOMES FROM STUDENTS
It is expected that by the end of the training students will have ability to:
· Interpret and apply correctly the Concept of Big Results Now (BRN) and Competence Based Approach in promoting and sustaining both academic achievements and life skills development for self employment.
· Be creative in setting and using personal strategies so as to promote and sustain both academic achievements and life skills development for self employment.
· Study by following the principles/rules of learning for promoting and upholding meaningful learning.
· Recognize and handle suitably the challenges and threats that may hinder achievements both qualitatively and quantitatively.
· Form clubs which will deal with maters that will center on boosting independent mind and creativity
· Application of the concepts of CBA and BRN in daily life situation.
· Formation of AMS Clubs for implementing CBA and BRN approach.
4.3 THE EXPECTED OUTCOMES FROM HEADS OF SCHOOLS
It is expected that by the end of the training Heads of schools will have ability to:
· Supervise and monitor effectively the interpretation and application correctly the Concept of Big Results Now (BRN) and Competence Based Approach in promoting and sustaining both academic achievements and life skills development for self employment.
· Monitor and supervise accurately the school in terms of management and administration in promoting and sustaining both academic achievements and life skills development for self employment.
· Innovative in administering the school so as to attain both qualitative and quantitative achievements.
· Recognize and acknowledge competent teachers and use them in facilitating others within and without the school.
· Application of the concepts of CBA and BRN in daily life situation
· Formulate coordinators for supervising and monitoring the interpretation and use of CBA and BRN so as promote and sustain academic performance and life skills development for self employment.
4.4 THE EXPECTED OUT COMES FROM PARENTS/COMMUNITY
Since the establishment of ward public schools, the community had and still have the negative perceptions towards these schools. This is due to different challenges facing them, such as lack of enough of teaching and learning resources (teachers, buildings, books, social services etc).
Therefore, it is anticipated that parents/community will have ability to:
· Alert other parents/Community in changing their mind set towards supporting these schools for enhancing effective Teaching and Learning processes so as to raise the performance both quantitatively and qualitatively.
· Be creative in improving the quality of education.
· Form Parents Teachers Associations (PTA) at Ward and District level for supporting the smooth running of schools
· Application of the concepts of CBA and BRN in daily life situation.

It is our hope that the dream of AMS ESPC through its program me will get different support from diverse educational stake holders so as to have a well educated society which are able to face social and economical challenges within and without the country. Former President of South Africa the late Nelson Mandela said ‘‘Education is a powerful weapon that can change the World’’. Please find the enclosed tentative budget and themes to be covered.
